City of Dover: Homeless services, shared services with School Department topic of Nov. 3 workshops

City of Dover issued the following announcement on November 1.

The City Council will hold two workshops this coming Wednesday, Nov. 3. The first will discuss homeless services, and the second is a joint workshop with the School Board. Both workshops will be held at the McConnell Center.

The first workshop begins at 6 p.m. City Manager J. Michael Joyal, Jr. said members of Community Action Partnership of Strafford County (CAPSC) would provide an overview of homeless services provided in the city. CAPSC will also give a status report on efforts to provide services to people living in the encampment on private property in Somersworth adjacent to Willand Pond. At-large Councilor Lindsey Williams also asked the City Manager to provide the Council with an update on the memorandum of understanding between Dover, Somersworth and Rochester in operating the Strafford County Extreme Weather Warming Center located in Somersworth, and if there are opportunities to modify it.

Last year, the City of Dover purchased the Warming Center with grant funds. CAPSC operated the Warming Center during extreme cold events last winter. In August, the City Council approved a cost-sharing agreement with Rochester and Somersworth for CAPSC to operate the Warming Center on an as needed basis through the 2021-2022 winter season. CAPSC has also been utilizing the Warming Center in recent weeks to provide services to those at the Somersworth encampment. The workshop agenda is available here.

The second workshop begins at 7 p.m. and will be focused on the Capital Improvements Program (CIP), the budget process and shared services with the School Department. The joint workshop agenda is available here.

The City Council and School Board will follow that workshop with a non-public executive session to discuss labor negotiations. This meeting is non-public per state statute RSA 91-A:2(I)(a), Strategy or negotiations with respect to collective bargaining. That agenda is available here.
