City of Dover issued the following announcement on November 23.
The New Hampshire Department of Revenue Administration (DRA) has not yet certified the City of Dover’s tax rate, delaying the mailing of property tax bills for fiscal year 2022 (tax year 2021).
Finance Director Daniel Lynch said he is waiting for the DRA to schedule an appointment to review financial information provided by the City of Dover so the DRA can certify the tax rate. But the DRA is backlogged due to filing delays from a significant number of other municipalities. DRA officials have told Lynch that these filing delays are from addressing how to report the receipt and use of federal and state COVID-19 grant funding. Although this is not the situation for Dover, it has created a backlog of communities ahead of Dover in the tax-rate setting queue.
Once the DRA certifies the tax rate, tax bills will be printed and mailed to property owners. The due date for the first half of the tax bill will be one month from when the tax bills are mailed; the second half will be due on June 1, 2022.
Last year, the DRA did not set the tax rate until Dec. 3, 2020, due to the impacts of the COVID-19 pandemic. Because of the late tax-rate setting, the City Council authorized a tax anticipation note (TAN). The TAN allowed short-term borrowing by the City of Dover to make two significant annual payments due in mid-December while waiting to receive property tax payments: One to the Strafford County government and the other for debt service. Lynch does not anticipate the need for the City Council to authorize a TAN for this year.
