City of Dover: City Council to hold public hearing, possible vote on ward redistricting Wednesday, January 26

City of Dover issued the following announcement.

The City Council’s second meeting of the month is this Wednesday, Jan. 26 at 7 p.m. in Council Chambers of Dover City Hall. The agenda includes public hearings and potential votes on the ward redistricting proposal, updated and amended sewer use restrictions in city codes, and whether to accept a grant to fund the Dover Public Library website improvements, among other agenda items.

There are also numerous public hearings on resolutions the City Council will vote on at its Wednesday, Feb. 9, meeting. These public hearings include a resolution to reprogram unexpended bond proceeds from the Fire and Rescue emergency shelter generator project to the South end Fire Station building improvements project. There is also a public hearing on a fiscal year 2023 Capital Improvement Program (CIP) resolution for an appropriation for a secondary clarifier for the wastewater treatment facility. This resolution also includes an authorization for a New Hampshire Clean Water State Revolving Fund (CWSRF) loan and acceptance of American Rescue Plan Act (ARPA) funding. There are also public hearings to accept and expend an APRA grant for a sewer pump station evaluation project; and a fiscal year 2023 CIP appropriation and authorization for a CWSRF loan to investigate stormwater best management practices for Henry Law Park, which also includes acceptance of ARPA grant funding.

The resolution to change Dover’s ward boundaries was the subject of the Jan. 19 City Council and School Board workshop, which can be viewed here. Deputy Mayor Dennis Shanahan and Deputy City Manager Christopher Parker discussed why the ward boundary changes are needed and how the City Council’s Ordinance Committee came to its recommendation after contemplating five options at its Dec. 20, 2021 meeting. The ward boundaries are reviewed every 10 years after the release of the decennial census data to ensure the wards are of a near-equal population. In years past, the voters would vote on amending ward boundaries through a charter amendment. However, due to the delay in receiving 2020 Census results, voters at the November municipal election amended the charter to allow boundary changes to be made by ordinance.

The Council is also expected to approve a resolution that would contract with a firm to update the city’s pavement assessment, last updated in 2015. The pavement assessment would guide pavement management and infrastructure decisions over the next several budget cycles.

The City Council is also expected to approve a planning director contract for Donna Benton, recently appointed to the position by the city manager. During her graduate studies, Benton first came to the Planning Department as a fellow in 2012. The Town of Merrimack then hired her as an assistant planner. In 2015, the City of Dover hired Benton as an assistant city planner; she was promoted to city planner in 2018. Benton replaces Parker, who was recently promoted to deputy city manager.
