City of Dover issued the following announcement on February 25.
Face masks at Dover public schools are now optional but recommended in most instances following new guidance from the New Hampshire Department of Health and Human Services (DHHS) on Feb. 23. Masks are no longer required on school buses following updated guidance from the Centers for Disease Control on Feb. 25.
Dr. Benjamin Chan, DHHS state epidemiologist, provided the updated guidance at Gov. Chris Sununu's Feb. 23 COVID-19 press conference. Chan said that "at this point in the pandemic, we are no longer recommending universal facemasks for people in indoor, public locations unless a person's required to wear a facemask for their specific situation."
Following the press conference, Department of Education Commissioner Frank Edelblut issued a technical advisory stating that "mask requirements in school policies are inconsistent with Ed 306 rules" and that "schools should transition to adopt these new public health recommendations as quickly as possible."
On Thursday, Dover School Superintendent William Harbron issued an update on new guidelines in the city's public schools. The update includes when masks would be required, such as on school buses and individuals without symptoms returning to school for days 6 through 10 following a positive COVID-19 test.
Harbron had planned to review DHHS data on Feb. 28 to determine whether to relax masking at schools based on the School Board's COVID-19 Decision Matrix adopted for the 2021-2022 school year. The matrix was based on DHHS' previous guidance regarding masking.
