City of Dover: Survey work for Fifth Street and Grove Street reconstruction project begins next week

City of Dover issued the following announcement on April 1.

The City of Dover has targeted Fifth Street and Grove Street for reconstruction to upgrade underground utilities and address drainage concerns and roadway/sidewalk conditions.

Next week, public works crews and contractors working for the city will begin gathering information for the design consultant to utilize when creating design plans. Pending work includes surveying, digging test pits, smoke testing and video inspection of existing stormwater and sewer mains with closed-circuit television (CCTV). This work may lead to temporary traffic and parking disruptions. Community Services will provide as much advanced notice as possible for any planned parking and traffic disruptions.

The City of Dover is committed to a multi-modal approach to roadway design, particularly in urban residential areas. The City of Dover has tasked the design consultant to design the reconstruction project so that streets and sidewalks are safe and accessible for all users regardless of age, physical ability or mode of transport. To that end, the project will incorporate the City of Dover's Complete Streets & Traffic Calming Guidelines.

Neighborhood meeting to be scheduled

Once the base survey is complete, which may take a few months to complete, the City of Dover will host a neighborhood meeting for the design consultant to present their findings and solicit feedback from the public. The input will be used to create the city's final engineered design plans to put the project out to bid.
