Tri-City Mayors Seek Proposals To Operate Warming Center For Winter Season

The City of Rochester released a bid this week from the mayors of Dover, Somersworth and Rochester that seek proposals from organizations to operate the warming center on Willand Drive in Somersworth for the upcoming season.

The bid follows an agreement by the city councils of Rochester, Somersworth and Dover to jointly operate the Dover-owned facility from November 2022 through March 2023. The warming center would operate up to 60 beds on an as-needed basis for overnight protection when extreme winter weather is predicted to pose a significant threat to life safety for unsheltered residents.

The bid seeks proposals from organizations that have experience working with vulnerable populations and coordinating with local medical, health and social service providers. The organization must also be able to staff the facility, train volunteers, and operate the program on a cost-reimbursement basis with a fiscal management system compliant with government accounting systems.
