City Council to review state redistricting legislation at April 27 workshop

The City Council will hold a workshop and a regular meeting this Wednesday, April 27. The workshop begins at 6 p.m. and the meeting at 7 p.m.

The central focus of the 6 p.m. workshop is on the legislative redistricting legislation, House Bill 50, that was signed into law on March 23.

House Bill 50 groups Dover’s Ward 4 residents into two districts, both combined with other towns. The Council seeks information on whether the state constitution requires the representation of Dover’s Ward 4 in the House of Representatives to have at least one district that is not grouped with other towns.

If time allows before the regular meeting, the Council will also begin its general review of the FY2023 Proposed Budget.

There are two public hearings on the City Council’s regular meeting agenda that begins at 7 p.m.

The first public hearing is on an ordinance revision to Chapter 81 of the city codes, dealing with Fire Prevention and Life Safety. The revision, if adopted, would reduce the required distance of using barbeque pits near multifamily dwelling units from 15 feet to 10 feet. The revised ordinance would bring Dover codes in line with state fire codes.

The second public hearing is on the proposed revisions to how the City deals with requests for obstructions to public rights of way in Chapter 141.

Periodically, the City receives requests for structures or objects to be placed in the public right of way. For example, a citizen may request permission to locate a mirror in the public right of way to improve visibility when leaving their driveway. This ordinance intends to streamline those requests for authorization and enable city staff to grant a revocable license, provided the proposal is not intrusive.

The Council is also expected to authorize funding for the Fourth of July fireworks display, award a bid to construct a secondary water storage tank, and adopt the City Council’s goals for 2022 to 2023.
